It seems that Evernote is focused on having the Scannable functionality within the iOS app. I wouldn't be surprised if they pull the app from the store eventually. You aren't missing anything. On android you should be able to make a simple widget for a scanning button with Evernote and just press that to get the same experience as Scannable. Scannable is Evernote’s app for scanning documents, receipts, business cards, whiteboards and more. It’s only available on iOS, and you can get it on the app.
